District has established a comprehensive program of activities to
ensure the best possible outcome for Prop. R projects. The following
elements help keep program projects on schedule and within budget.

Account Management
A project based accounting system that directs invoice and retention
processing.
Budget
Maintaining program and project budgets from funding sources.
CBOC
Providing necessary staff support and providing project information
to the Citizens' Bond Oversight Committee.
Communications
Maximizing the use of communication tools for internal and external
communication, including this web site.
Constructability
A comprehensive constructability program to monitor the effective
and complete development of construction documents and coordinate
various disciplines involved in preparing plans and specs.
Contracts
Consistant contracts have been developed and are used for professional
services and construction.
Design Guidelines
Guidelines for campus design consistency have been developed and
implemented.
EHS
Environmental, health and safety studies, reports, and procedures
have been developed and are implemented with each project.
Estimating/ Value Engineering
Established project estimating services, milestones, format and
procedures at various times during the design process. On one or
two key times during design, each project team will conduct a Value
Engineering analysis of the project to evaluate methods and means
for design improvements.
IMS
A web based project controls, communication and information system
is developed and being managed.
Labor Compliance
A labor compliance program has been implemented. Labor compliance
is monitored at the project level.
Management Plan
A manual identifying scope, documents, and procedures for
the program and project team has been developed.
Outreach
An aggressive outreach program, to involve east county companies
in the bidding process and to ensure maximizing number of bidders
for each project.
Schedule
Schedule management controls and systems are implemented.
